EAST WINDSOR, NJ (MERCER)—East Windsor Police say they responded to a serious pedestrian accident at 4:44 a.m. on Route 130 South at the intersection of Hickory Corner Road.
The preliminary investigation revealed that while traveling on foot, westbound, across Route 130 Carl J. Ewald 52-years-old from East Windsor was hit by a 2006 Ford Econoline driven by Francisco Merino-Angel 35-year-old from Trenton, NJ. The pedestrian suffered life-threatening injuries and was transported by ambulance to Capital Health Regional Medical Center in Trenton by Robbinsville Township EMS and Capital Health Paramedics. The driver of the Ford Econoline left the scene of the crash and was later identified.
Police say, Mr. Francisco Merino-Angel (age 35) Trenton, NJ was charged with the following:
Leaving the Scene 39:4-129
Failure to Report 39:4-130
Unsafe Vehicle 39:3-44
Cracked Windshield 39:3-75
Leaving the Scene of an accident 2C:12-1.1
Endangering an injured victim 2C:12-1.2
The matter remains under investigation by the East Windsor Police Department’s Traffic Safety Unit and the Mercer County Prosecutor’s Office Serious Collision Response Team.

TRENTON, NJ (MERCER)–Acting Police Director Steve E. Wilson today announced that Trenton Police Department (TPD) officers have begun state mandated de-escalation and active bystandership training programs at Mercer County Community College.
All TPD officers must attend the training. The training programs have been mandated by the N.J. Attorney General’s Office in accordance with the new state use of force policies that will become effective later this year.
“We receive a lot of questions from the community about whether our staff is receiving the latest use of force training,” said Acting Director Wilson. “We want our residents to know that every officer in the city will undergo both of these Attorney General mandated programs as we strive to create the best policing environment possible.”
One of the training programs is Integrating Communications, Assessment, and Tactics (ICAT). ICAT is a training guide for diffusing critical incidents. It provides responding police officers with the tools, skills, and options they need to safely defuse a range of critical incidents. ICAT instructs officers on critical thinking, crisis intervention, communications, and tactics.
The second training program is the Active Bystandership for Law Enforcement (ABLE). This program seeks to create a law enforcement culture that supports peer intervention. ABLE training promotes the idea that it is the responsibility of every officer to act to prevent mistakes, address misconduct, and promote their fellow officers’ health and well-being.

On Monday October 11, 2021 at 6:38 a.m., the Lawrence Township Police Department Communications Center received a telephone call from a driver stating that he believes that he observes a person down in the roadway in the area of Route 1 and Bakers Basin Road. On patrols arrival, a fatality was discovered in the roadway with a pedestrian struck. As a result, the roadway was shut down so that an investigation could be completed.
At this time, the motor vehicle crash is still under investigation. The identity of the pedestrian is unknown. Detective Joseph Radlinsky of the Lawrence Twp. Police Department is heading the investigation with assistance from Detectives from the Mercer County Prosecutors Office Fatal Motor Vehicle Crash Unit. LAWRENCE TOWNSHIP, NJ (MERCER)–The Lawrence Township Police Department and EMS responded to the intersection of Route 1 North Bound at Bakers Basin Road for a reported pedestrian accident around 6:45 a.m. Upon arrival of Police and EMS it was reported that it was a fatal accident. Lawrence Township Police and the Mercer County Prosecutors Office Serious Collision Response Team (SCRT) was at the scene investigating.
Since Route 1 was closed for the accident investigation traffic was backed up over three miles into Trenton. Continue to avoid the area until the investigation is completed.
