TRENTON – Attorney General Gurbir S. Grewal and Colonel Patrick J. Callahan, Superintendent of the New Jersey State Police, announced the following recent enforcement actions related to COVID-19, including those involving individuals in violation of Governor Murphy’s Executive Order 107: Cases Involving Additional Offenses

• Megan Murray, 28, of Monroe Township, was charged on Tuesday, April 14, by the South Brunswick Police Department with two counts of second-degree endangering the welfare of a child, DWI, numerous motor vehicle violations, and violating the emergency orders.  Shortly after midnight, a vehicle operated by Murray was found stopped in a lane of travel on Georges Road.  Murray was found intoxicated and sleeping in the vehicle with two young children inside.

• Alexander C. Bross, 30, of Ocean View, was charged early this morning by the Upper Township Police Department with DWI and violating the emergency orders.

Other Violations of Executive Orders, Including “Stay at Home” Order

• Newark Enforcement.  The Newark Police Department’s COVID-19 task force issued 90 summonses for violations of the emergency orders and ordered seven non-essential businesses closed in enforcement actions yesterday, April 16

• Kim Pagan of Toms River was charged by the New Jersey State Police with violating the emergency orders by organizing a prohibited event today in Trenton in which protesters gathered outside the State House and at other locations in Trenton to demonstrate against the Governor’s Executive Orders.

• Jeffrey Hernandez, 32, of Paterson, was charged on Wednesday, April 15, by the Paterson Police Department with violating the emergency orders at the carwash he owns on East 27^th Street, BWT Shine 4 Less, where officers found employees washing cars by hand.

• Antoni Moore, 31, Gary Smith, 19, and Onir Ritzie, 26, all of Morristown, were charged last night, April 16, by the Morristown Police with violating the emergency orders. Officers responded at 10 p.m. to a report of a fight outside an apartment on Clyde Potts Drive.  About 12 people were gathered outside, but most of them dispersed when police arrived.  The apartment door was open and the three defendants, who do not reside in the apartment, were inside.

• Paterson Police charged seven individuals at various times yesterday with violating the emergency orders for continuing to loiter at the corner of Jackson Avenue and Bond Street after police warned each of them about violating the Executive Order.  Police charged Larhonda Burgess, 57, Kevin Lewis, 65,  Pearl Moore, 54, James Williams, 55, Syrenner Frazier, 51, Carolyn Dixon, 58,  and Herman Kuc, 53.  Burgess received three summonses, and Moore received two summonses.  The other individuals each received one summons.

 The defendants who were charged strictly with violating the emergency orders and who do not face more serious charges were charged by summons— they were not arrested.  Those cases will be adjudicated in municipal court.  “Our police officers are working bravely and tirelessly every day to protect us during this health crisis.  Regrettably, they are being called upon far too often to deal with people violating the emergency orders— or what is more egregious, people using the virus to spread fear or impede officers in their vital work,” said Attorney General Grewal.  “Staying home and maintaining social distance isn’t just the best advice to stay healthy, it’s the law.  Make no mistake, we will do everything in our power to keep our residents and officers safe, and that means we won’t hesitate to file charges against violators.”    “Law enforcement and medical professionals are on the frontlines of this battle to protect the citizens of New Jersey from the COVID-19 virus, and we cannot stress enough how important it is that each person follow the guidelines set forth in the Executive Order,” said Colonel Patrick Callahan, Superintendent of the New Jersey State Police. “Because lives are at stake, enforcement action will be taken without hesitation against those who are blatantly placing the lives of others at risk.” Violations of the emergency orders constitute a disorderly persons offense carrying a potential sentence of up to six months in jail and a fine of up to $1,000.  However, violators can potentially face criminal charges including second, third, and fourth degree indictable offenses. Police have charged a number of persons with second-degree terroristic threats during an emergency for claiming to have COVID-19 and threatening to infect law enforcement officers or others by coughing, spitting, or otherwise exposing them.  Second-degree charges carry a sentence of five to 10 years in state prison and a fine of up to $150,000. The charges are merely accusations and the defendants are presumed innocent until proven guilty. If you are seeing a lack of compliance with the Governor’s emergency orders in your town, please contact your local police department or report here https://covid19.nj.gov/violation The Attorney General’s Office and New Jersey State Police will continue to work with law enforcement throughout New Jersey to deter non-complaint behavior. No one should take advantage of this pandemic to further their own biased agendas.  COVID-19 is no excuse to promote anti-Semitic conspiracy theories and or other biased stereotypes.  Please report bias crimes at 1-800-277-BIAS.

TRENTON, N.J. – A Monmouth County, New Jersey, man will have his initial appearance today for possessing a machine gun as a previously convicted felon, U.S. Attorney Craig Carpenito announced.

Davon Harley, 30, of Neptune City, New Jersey, appeared by video conference this afternoon before U.S. Magistrate Judge Zahid M. Quraishi and was detained without bail. Harley was arrested by local authorities on Feb. 8, 2020, and charged with state offenses. He is now charged by federal criminal complaint with one count of being a convicted felon in possession of a firearm and one count of possession of a machinegun.

According to documents filed in this case and statements made in court:

In February 2020 a Neptune City Police officer confronted Harley, a previously convicted felon, who was arguing with others in the yard of an apartment complex. Harley fled through the apartment complex into neighboring properties and discarded a handgun that, upon inspection, had been altered to fire exclusively in fully automatic mode. The weapon had a magazine capable of holding 31 rounds of ammunition. Members of law enforcement, assisted by the Neptune Township and Asbury Park police departments located Harley and recovered the machine gun and the magazine that Harley had discarded.

The felon in possession of a firearm and possession of a machine gun charges each carry a maximum penalty of 10 years in prison and a fine of up to $250,000.

U.S. Attorney Carpenito credited special agents of the Bureau of Alcohol, Tobacco, Firearms, and Explosives, Newark Division, Trenton Field Office, under the direction of Special Agent in Charge Charlie J. Patterson; officers of the Neptune City Police Department, under the direction of Police Director Matthew Quagliato; officers of the Neptune Township Police Department, under the direction of Chief of Police James M. Hunt Jr.; officers of the Asbury Park Police Department, under the direction of Chief of Police David Kelso; officers of the Monmouth County Sheriff’s Office, under the direction of Sheriff Shaun Golden; and detectives of the Monmouth County Prosecutor’s Office, under the direction of Prosecutor Christopher J. Gramiccioni, with the investigation leading to the charges. This case was brought as part of Project Stop the Violence, a comprehensive strategy to combat gun crimes in Monmouth County.

The government is represented by Special Assistant U.S. Attorney Christopher Matthews of the U.S. Attorney’s Office’s Criminal Division in Trenton.

The charges and allegations contained in the complaint are merely accusations, and the defendant is presumed innocent unless and until proven guilty.

MILLSTONE TOWNSHIP, NJ (MONMOUTH)–A total of four people were injured with non-threatening injures in an accident around 2 pm this afternoon. The accident occurred between a Nissan Murando and a Harley Davidson motorcycle leaving three people trapped upside down in the Nissan and the motorcyclist injured. The collision was at the intersection of Millstone Road and Stage Coach Road-Route 524 also known as “Scooter’s Corner”

The Millstone Township Fire Company responded and requested assistance from several area agencies including Monroe Township Fire Department and Hope Fire Company of Allentown. First Aid Squads were Millstone Township, RWJ Hospital EMS, Allentown First Aid-Capitol Health EMS, and Freehold.

When the Millstone Township Fire Department arrived they found three trapped upside down in the Nissan Murando set up extrication equipment and quickly removed three trapped.

A helicopter was called from the NJ State Police for the motorcyclist but was not needed. The motorcyclist was taken to Jersey Shore Medical Center. Three from the Nissan were taken to CentraState Medical Center in Freehold.

No additional details were ready at the time of this report. Initial reports were that all patients had non-threatening injures.

TRENTON – Attorney General Gurbir S. Grewal and Colonel Patrick J. Callahan, Superintendent of the New Jersey State Police, announced the following recent enforcement actions related to COVID-19, including those involving individuals in violation of Governor Murphy’s Executive Orders: Assaults and Threats Against Police Officers, EMTs, or Others

• Jacob M. Carr, 30, of Barrington, was arrested yesterday, April 19, by the Barrington Borough Police Department on charges of second-degree terroristic threats during an emergency, obstruction (disorderly persons offense), and violating the emergency orders by impeding the performance of an emergency function (disorderly persons offense).  After Carr learned that a COVID-19 testing center was being opened at the Rite Aid on Clements Bridge Road in Barrington, he allegedly posted angry messages on the Barrington Parent’s Page on Facebook,  including “I’m gonna run you all over with my SUV if I see anyone getting tested.” This caused panic to residents, who alerted the police.  Carr used a Facebook account opened under a false name to post the messages, but the police department traced the account to Carr.

Other Criminal Charges Involving Indictable Offenses

• Firaz Osman, 18, and three Juvenile Males, all of South Brunswick, were charged by the South Brunswick Police Department with burglary (3^rd degree) and violating the emergency orders.  The South Brunswick Police responded at about 3:30 a.m. yesterday to Point of Woods Drive on a report of persons entering a vacant home. Police officers initially located Osman and two other male youths inside the home.  While searching the attic of the residence for the fourth suspect, a police officer fell through the ceiling, injuring his abdomen. The officer was treated at Robert Wood Johnson University Hospital and later released.  The fourth suspect was located by police later at his residence.

Other Violations of Executive Orders, Including “Stay at Home” Order, and Ordinances

• Yasser Abraham, 55, Sabh Mahmud, 30, both of Plainfield, and a Male Juvenile were charged yesterday, April 19, by the Plainfield Police with violating the emergency orders for operating a non-essential business, My Home Furniture Store on West Front Street. Police found the store open and two employees on the premises, Mahmud and the juvenile male.  They indicated they opened the store at the instruction of the owner, Abraham.  Abraham had been warned several times before when police responded and found the store open for business.

• Tuvia Liberana, 53, of Passaic,  was charged yesterday by the Passaic Police with violating the emergency orders for holding a large party at his home on Aycrigg Avenue.   When police arrived, they found a large number of people on the front lawn, inside the house, and in the rear yard of the home. Police issued a summons to Liberana and directed his guests to disperse.

• Marc Taylor, 19, of Jersey City, Dalanie Felton, 19, of Jersey City, Jeremy Perez, 22, of Union City, Dasean Lassiter, 19, of Jersey City, Bashard Davis, 18, of Jersey City, Quadra Domnie, 19, of Jersey City, and Prima Lockemy, 19, of Jersey City, were charged yesterday, April 19, by the Jersey City Police with violating the emergency orders, public consumption of alcohol, and possession of a gambling device, all disorderly persons offenses.  Police found the defendants in Triangle Park at Danforth Avenue and Old Bergen Road, where they were allegedly drinking outside, playing dice, and failing to practice social distancing.

• Jose Vicente-Ruiz, 22, of Carteret, was charged by the Passaic Police Department with DWI and violating the emergency orders when he was stopped by police just after midnight on April 12 for driving erratically on Monroe Street in Passaic.

• Lucero Dalia, 21, Paul Morrobel-Cepeda, 20, and Frianky Nunez, 21, all of Passaic, were charged early this morning by the Passaic Police Department with violating the emergency orders.  Dalia drove to police headquarters and reported that her ex-boyfriend was following her in a vehicle.  Her passenger was Morrobel-Cepeda.  Nunez was stopped and said he wanted to speak to Dalia. None of the defendants had a legitimate reason for being out.

• Virginia Day, 55, of Rockleigh, was charged yesterday, April 19, by the Northvale Police Department with defiant trespass (disorderly persons offense).  Day was found inside Rockleigh Woods Sanctuary, a municipal park that is closed due to the COVID-19 pandemic.  Police had warned her twice before that the park is closed.

• Dennis E. Brown, 69, of Bensalem, Pa., was charged yesterday by the Lambertville Police Department with violating the emergency orders and municipal ordinances for riding a bike on the canal path in the Delaware & Raritan Canal State Park after being advised the park is closed.

• Renee F. Perrine, 49, of Toms River, was charged on April 18, by the Bay Head Police with violating the emergency orders and operating an unregistered vehicle.  When she was stopped for operating an unregistered vehicle, she said she was driving around playing Pokemon Go.

• Dipali Patel, 30, of New Brunswick, was charged early this morning by the Woodbridge Police Department with DWI and violating the emergency orders.

• Luis Mojica, 34, John Rodriguez, 31, Ramon Rodriguez, 25, and Kyle Joans, 20, all of Paterson, were charged on Saturday, April 18, by the Paterson Police Department with violating the emergency orders for gathering on Park Avenue without an essential purpose, refusing to disperse, and failing to practice social distancing.

• Trindell Smith, 47, James Hart, 45, and Ernest Moss, 49, all of Paterson, were charged on Saturday, April 18, by the Paterson Police Department with violating the emergency orders for gathering on Rosa Parks Boulevard without an essential purpose and refusing to disperse.

• Foquir Melton, 22, Darren Johnson, 52, Devon Hobsen, 27,  Jesus Hernandez, 65, Timothy Stefanovich, 43, and Jerome Ford, 64, all of Paterson, were charged on Saturday, April 18, by the Paterson Police Department with violating the emergency orders for gathering in the area of Main and Weiss Streets without an essential purpose and refusing to disperse.

• From April 8 through April 19, the Seaside Park Police issued summonses for public nuisance, a violation of a borough ordinance, to the following seven people for violating closure orders for beaches or parks related to COVID-19: Thomas M. Lanza, 27 of Toms River, N.J., and Dylan M. Connell, 26, of Palm Bay, Fla., on April 8; Jeffrey N. Burroughs, 53, of Los Angeles, Calif., on April 14; Zoe H. Bloodgood, 18, of Berkeley, N.J., on April 19; and Stefanie S. Gomes, 26, Robert P. Hickey Jr., 31, and Joao J. Pinho, 30, all of Kearny, N.J., on April 19.

 The defendants who were charged strictly with violating the emergency orders or local ordinances and who do not face more serious charges were charged by summons— they were not arrested.  Those cases will be adjudicated in municipal court.  “One month after Governor Murphy issued his emergency orders, we are flattening the curve and saving lives, because the vast majority of our residents are conscientiously obeying the social distancing rules and doing their share to fight COVID-19,” said Attorney General Grewal.  “Unfortunately, there are still those who violate the orders, risking the further spread of this deadly virus.  What is worse, there are some who deliberately threaten our brave police officers, medical personnel, and other essential workers, impeding their vital work.  Our message to violators is that we will hold you accountable, whether it is through a summons for those who violate the social distancing orders, or an arrest on indictable charges for those who deliberately harm or threaten others during this emergency.”    “Although law enforcement and medical professionals are on the frontlines of the battle against COVID-19, we are ultimately winning the war because of the extraordinary resolve and fortitude of New Jersey citizens who are doing their part day in and day out, abiding by the executive orders and sacrificing for the greater good,” said Colonel Patrick Callahan, Superintendent of the New Jersey State Police.  “Those who choose to ignore the law and selfishly place others at risk will face swift law enforcement action.” Violations of the emergency orders constitute a disorderly persons offense carrying a potential sentence of up to six months in jail and a fine of up to $1,000.  However, violators can potentially face criminal charges including second, third, and fourth degree indictable offenses. On April 1, Attorney General Grewal announced enhanced charges against six people who were charged with assaulting and threatening law enforcement officers and violating the emergency orders.  Specifically, those enhanced charges included making terroristic threats during a state of emergency, which is a second degree offense carrying a sentence of five to 10 years in prison and a fine of up to $150,000.  Sixteen additional defendants, including Jacob Carr, have been similarly charged since that time for alleged assaults or threats against police officers, emergency medical technicians, or others. Third-degree charges carry a sentence of three to five years in prison and a fine of up to $15,000, while fourth-degree charges carry a sentence of up to 18 months in prison and a fine of up to $10,000. The charges are merely accusations and the defendants are presumed innocent until proven guilty. If you are seeing a lack of compliance with the Governor’s emergency orders in your town, please contact your local police department or report here https://covid19.nj.gov/violation The Attorney General’s Office and New Jersey State Police will continue to work with law enforcement throughout New Jersey to deter non-complaint behavior. No one should take advantage of this pandemic to further their own biased agendas.  COVID-19 is no excuse to promote anti-Semitic conspiracy theories and or other biased stereotypes.  Please report bias crimes at 1-800-277-BIAS.

SOUTH BRUNSWICK, NJ (MIDDLESEX)–A man has been charged in connection to more than a dozen incidents in which he targeted the goodwill of restaurants during the current pandemic. The current coronavirus emergency have made many pizzerias and restaurants the cornerstone for food delivery. Many of the impacted pizzerias have either donated food or received calls from residents willing to pay for food to be donated to area hospitals or first responders to thank them for all they are doing.

The suspect Sudeep Khetani age 34 targeted the pizzerias and restaurants where he placed large food orders over the past month. Each time he indicated he would pick it up the order or it was intended for local police. In several of the follow up calls the pizzerias made to the phone number that placed the order, Khetani would make statements about Italians and wished they would be afflicted with the coronavirus. In total several thousand dollars have been lost by the pizzerias from the fraud in three counties.

In South Brunswick the following locations were targeted Kendall Park Pizzeria, Capriccio Pizzeria & Italian Restaurant, Pizza Delizia Restaurant, Giuseppe Pizzeria and Restaurant, and Pierre’s Deli. In addition pizzerias and restaurants in Montgomery, Plainsboro and West Windsor were victimized.

Chief Raymond Hayducka said, “It is incomprehensible that a suspect would play on the goodwill of so many during these difficult times. The suspect once placed an order saying it was coming to South Brunswick Police. We have had several residents send us food, which I appreciate tremendously, but this suspect has gone to a new low. Our businesses are all struggling and every dollar matters. I am not sure there is an adequate charge for what he is doing.” Khetani used a voice override service to mask his real phone number, but South Brunswick Detective Tim Hoover and Middlesex County Prosecutors Office Detective Ryan Tighe were able to track his true identity. They believe Khetani is currently in the Orlando, Florida area.

Detectives are working with Florida authorities where Khetani is was on probation for selling fake Disney World tickets. Detectives said Khetani is currently charged with theft, additional investigation is being conducted to determine if the crimes were bias in nature. Authorities are also looking at the series of cases as potential cyber harassment.

Despite these charges, every defendant is presumed innocent, unless and until found guilty beyond a reasonable doubt, following a trial at which the defendant has all of the trial rights guaranteed by the U.S. Constitution and State law.

TRENTON, NJ (MERCER)–Yesterday, Mercer County announced that the Philadelphia District of the United States Army Corps of Engineers will be converting portions of St. Francis Medical Center to better accommodate COVID-19 patients.

As of yesterday, confirmed positive cases in the Capital City reached 538.  Seven Trentonians have passed away from the virus over the last month.

“We welcome federal involvement in helping to address our increased hospital demand in response to the COVID-19 pandemic,” said Mayor W. Reed Gusciora.  “St. Francis plays a critical role in meeting the Capital City area’s critical care needs and we appreciate the Army Corps of Engineer’s help in expanding the facility.”

HAMILTON TOWNSHIP-LAWRENCE TOWNSHIP, NJ (MERCER)–Around noon today a pickup truck with a small trailer was found in the water in the Assunpink Creek off 5th Avenue and Assunpink Blvd. reported originally to be in Hamilton Township. Hamilton Township Fire Department and Police Departments responded and on arrival the vehicle was found in the water on the Lawrence Township side of the creek. Firefighters from Hamilton Township deployed boats to search for a possible victim but found out that the vehicle was dumped after being stolen. Hawks Towing and Recovery was on scene evaluating on how to remove the vehicle from the water.

8 pm update: Gordon Road has been reopened and will need to be shut again to replace pole when JCP&L crew is ready.

ROBBINSVILLE, NJ (MERCER)–A vehicle traveling on Gordon Road lost control and hit a utility pole and severing it off at the base this evening around 6:42 pm. The Robbinsville Township Police Department and the Robbinsville Township Fire Department responded to the single vehicle accident. The road was shut down and EMS transported the driver to a local hospital for treatment. The police and fire departments were still on scene waiting for JCP&L to arrive to repair the pole.

WALL, NJ (MONMOUTH)–An ongoing donation drive headed by the New Jersey State Troopers union and the Health Care Professionals and Allied Employees (HPAE; representing registered nurses and other health care workers) got a major boost this week receiving thousands of Personal Protection Equipment (gloves and suits ) steered their way by local congressman, Rep. Chris Smith (NJ-04).

The PPEs were donated by Ansell, an international healthcare products company with a headquarters in Iselin, NJ.

“The troopers and nurses launched their donation drive to solicit donations of PPE, and Ansell’s contributions are a welcome addition,” said Rep. Chris Smith. “A big thanks to the troopers and HPAE for working together to run this donation drive and bring more protective equipment to those working on the front lines of the coronavirus outbreak.”

Because their PPE supplies were dangerously low, the State Troopers Fraternal Association (STFA) and the HPAE began asking for donated gloves, gowns and other PPE used by first responders and health care professionals. Wayne Blanchard, President of 1,500-member STFA, and Debbie White, RN, President of the 14,000-member HPAE reached out to Smith after seeing news reports about Smith’s work with Ansell to win the release large quantities of gloves held up since October in U.S. Customs and Border Patrol.

“We’d like to thank Congressman Smith for his initiative in cutting through the red tape to get supplies to first responders,” said STFA President Wayne Blanchard. “We’d like to thank our partners in the business community, particularly Ansell, for supporting our first responders during this unprecedented pandemic.”

“As COVID-19 continues to spread across New Jersey, Personal Protective Equipment (PPE) is needed in every hospital, nursing home and healthcare facility,” said HPAE President White. “We are grateful for Congressman Smith’s efforts to bring these supplies to frontline caregivers. These supplies from Ansell will help to ensure that healthcare workers stay healthy and on the frontlines of the COVID-19 battle.” 

“Ansell is truly honored to support the STFA and HPAE by donating medical exam gloves and protective suits to help protect these heroes as they protect our communities,” said Renae Leary, Chief Commercial Office of the Americas of the Australian-based Ansell. “Seeing as our America’s headquarters is in Iselin, NJ, we are acutely aware of the continued need for PPE and are proud to be able to support our local community.”

Blanchard said items may be dropped off at STFA’s headquarters at 2634 Route 70 in Manasquan (Wall, Township) Monday through Friday from 10 a.m. to 5 p.m. For drop off arrangements or other questions, donators may call (732) 528-6388 or email [email protected]. In a separate ongoing effort, Smith has been working to help obtain medical masks for New Jersey from the Taiwanese government. Also, on Friday, a Hong Kong human rights organization donated 4,000 surgical masks to CentraState Medical Center in Freehold in Smith’s district, as a thank you for his longstanding support of Hong Kong in its struggle to stay free and secure in the shadow of its huge and hostile neighbor, the People’s Republic of China.
